“When he came back to me he was squirrelly and jumping around with a very thick gauge rope around his neck. As he has severe tracheal collapse, this is ABSOLUTELY unacceptable, as anything that pulls at his neck can exacerbate his condition, or worse, completely cave in his trachea, killing him.”
