What This Means for Your Dog
IBPSA (International Boarding & Pet Services Association) is the leading trade association for the pet care services industry, founded in 2010 to fill the gap left when its predecessor organization (the Pet Care Services Association) ceased operations. IBPSA member facilities commit to a code of ethics and gain access to training programs, industry resources, and a professional community.
Importantly, IBPSA membership is a trade association affiliation, not an independent certification of facility quality. It signals that a facility has invested in being part of the professional pet care community and has access to best-practice resources. The meaningful differentiators within IBPSA are whether staff have completed species-specific certification exams and whether the facility has pursued IBPSA's Risk Management & Safety Facility Certification, which involves an actual on-site assessment by a professional safety consultant.
What's Required
Facilities apply for membership at one of five tiers (from Independent Provider to Platinum) and agree to uphold IBPSA's code of ethics. Members commit to operating ethically, caring for animals conscientiously, and pursuing continuous improvement.
Beyond membership, IBPSA offers concrete training programs: species-specific certifications for staff at two levels (Pet Care Provider and Pet Care Specialist) with real exams — 50 questions, 80% passing threshold — covering animal care, medical emergencies, nutrition, and client communication. These courses serve as preparation for the more rigorous PACCC exams.
IBPSA also offers a free Heroes for Healthy Pets infectious disease certification developed with the National Association of Veterinary Technicians, covering disease prevention and outbreak management in group care environments — particularly relevant for boarding and daycare settings where dogs interact closely.
What to Look For
Current IBPSA membership displayed or verifiable. You can confirm membership through the IBPSA Member Directory at ibpsa.com. Look for the membership year to confirm it's current.
Staff certifications beyond just membership. The best IBPSA member facilities have staff with species-specific certifications, Heroes for Healthy Pets credentials, and often PACCC or Fear Free certifications as well. IBPSA itself promotes these as the natural next step.
Evidence of ongoing training culture. IBPSA members have access to monthly webinars, business workshops, and industry conferences. A facility that actively participates will mention specific things they've learned or implemented recently.
Vaccination and disease prevention protocols. IBPSA's Heroes for Healthy Pets program specifically trains staff on infectious disease management. Ask whether they require Bordetella, canine influenza, and distemper/parvo vaccines, and what their outbreak response protocol looks like.
Questions to Ask
Is your facility an IBPSA member, and at what tier? Higher tiers indicate greater investment in professional development resources and training.
Have your staff completed IBPSA species-specific certifications? Membership alone is an affiliation. Staff who have passed the Canine Pet Care Specialist exam have demonstrated tested knowledge of animal care, medical emergencies, and group play management.
Has your facility completed the Risk Management & Safety Facility Certification? This is IBPSA's most meaningful credential for the facility itself — it involves an on-site assessment by a professional safety consultant covering fire safety, evacuation plans, and physical hazards.
What IBPSA training programs have your staff completed in the past year? Active members take advantage of monthly webinars, workshops, and continuing education. Ask about specific recent topics they've covered.
